I've been playing some Civilization 4 and it's a fantastic game. They've built upon Civilization 3 and added a lot more.. stuff to do so you can focus on other technologies and methods by which to expand and grow you empire without needing to resort to violence. In that first game I played, my civilization was so culturally advanced that I had neighboring enemy cities asking to join my empire. Sweet.
Mind you, military conquest is always "faster" although the strained relations and quelling/rebuilding time can outweigh the benefits of speed.
In any case, I highly recommend the game to anyone who's ever played any of the previous Civilization games. It took some getting used to, but it certainly was a fun game. Multiplayer anyone?
