I've seen this twice in as many weeks: I would see a guy in the washroom at a urinal. Then, after doing his business there, he would go into the stall and complete his transaction. What's up with that? Why do people go and use these extra resources? Is there some sort of etiquette that I don't know about?

I'd suggest that maybe he got started doing one when he realized things might be more serious than he first expected. A second such incident in such a short timespan might seem improbable, but I'd take it as a coincidence.
Keep an eye out, though. You never know. You might be onto something.
